Labour Mobility (TILMA/AIT)

Introduction

“Labour mobility” means that every worker certified for an occupation by a regulatory authority in any province of Canada shall, upon application, be certified by another province in Canada with no further assessment, training or experience requirements.

Effective April 1, 2009, and consistent with the terms of the Agreement on Internal Trade (AIT) and the British Columbia/Alberta Trade, Investment and Labour Mobility Agreement (TILMA), the B.C. Emergency Medical Assistants Licensing Board (Board) will certify paramedics who are currently certified in another jurisdiction in Canada, in accordance with the provisions of these Agreements.

It is important to note that registration in B.C. is required.  Registration requirements for previously certified applicants from other jurisdictions are identified in the “Out of Province Application Process” section of this website. The Board will continue to be responsible for maintaining and monitoring the requirements that are in place through provincial legislation for paramedics.

Representatives of paramedic regulators from every province (regulators) have discussed ways to ensure compliance with the new labour mobility requirements of the AIT effective April 1 2009.  They have agreed on a Statement of Intent that identifies a strategy to enable the regulators to achieve AIT compliance in the short term. The regulators are planning additional meetings to identify ways to further enhance labour mobility in the longer term, including the possibility of further aligning designations and occupational standards.
