B.C.'s Health Organizations

British Columbia's five regional health authorities:

Along with the five health authorities, the Ministry of Health works collaboratively with Provincial Health Services, Providence Healthcare, B.C. Centre for Disease Control, HealthLink BC, Health Shared Services B.C., and the B.C. Ambulance Service to provide quality, appropriate and timely health services to all British Columbians.

The Ministry's Emergency Management Unit (EMU) supports this collaboration by leading a comprehensive and integrated emergency and business continuity management program across the B.C. health system. The B.C. Health Emergency Management Council exists to set the policy framework and strategic priorities for this work.

Health Emergency Management Council

The Health Emergency Management Council (HEMC) was established in 2000 and is facilitated by the EMU, the five regional health authorities, Provincial Health Services Authority, B.C. Centre for Disease Control, Providence Health Care and B.C. Ambulance Service.

The HEMC:

  • Sets the policy framework, establishes priorities and provides advice and support to B.C.'s health system on emergency management issues;
  • Recommends and facilitates the development and implementation of provincial emergency management guidelines, standards, policies and procedures;
  • Facilitates exercises to test and or validate emergency and business continuity plans;
  • Provides a primary point of contact for health sector emergency management; and
  • Reviews, make recommendations on and /or endorses the work produced by related emergency management initiatives.
