Pharmacy


The College of Pharmacists of British Columbia is the regulatory body established to regulate both the practice of pharmacy and the operation of pharmacy businesses.

The practice of pharmacy has been a designated health profession under the Health Professions Act since April 1, 2009, and is regulated by the College in accordance with the Act, the Pharmacists Regulation and the bylaws of the College under the Act.

The operation of pharmacy businesses has been regulated under the Pharmacy Operations and Drug Scheduling Act since April 1, 2009, and is regulated by the College in accordance with that Act, the regulations under that Act and the bylaws of the College under that Act.

The composition of the board of the College is:

  • seven pharmacists; and
  • four public representatives.

All board members are currently appointed by the Minister. The first election of professional members to the board will be held by July 1, 2010.

The following regulations relevant to the practice of pharmacists and other regulated health professions have been made under the Pharmacy Operations and Drug Scheduling Act:

Transition of Pharmacy Practice to the Health Professions Act

Repeal and replacement of the Pharmacists, Pharmacy Operations and Drug Scheduling Act was provided for in the Health Professions Amendment Act (No. 2), 2003 and the Pharmacy Operations and Drug Scheduling Act (also enacted in 2003).

As required by the Health Professions Act, the Ministry gave initial notice of the proposed Pharmacists Regulation under the Health Professions Act on November 21, 2006. The Ministry gave notice of the final draft of the proposed Regulation on October 24, 2008.

On December 12, 2008, the government announced that, effective April 1, 2009, the Health Professions Amendment Act (No. 2), 2003 and the Pharmacy Operations and Drug Scheduling Act would be brought into force and the practice of pharmacy would be designated under the Health Professions Act.

On February 9, 2009, the College gave notice of proposed bylaws under both the Health Professions Act and the Pharmacy Operations and Drug Scheduling Act. Comments were requested to be submitted to the College and the Ministry by March 11, 2009.

On February 17, 2009, the Minister appointed the first board of the College under the Health Professions Act, and ordered that the first election of professional members to the board must be held by July 1, 2010 (MO 032/2009).

On April 1, 2009, the government announced completion of the transition.


Amendments to the Pharmacists Regulation and to most College bylaws under the Health Professions Act and the Pharmacy Operations and Drug Scheduling Act are subject to a mandatory three-month notice period, unless the Minister specifies a shorter period. The mandatory notice period does not apply to regulations under the Pharmacy Operations and Drug Scheduling Act.

The College is responsible for giving notice of proposed bylaw amendments, including posting them on the College website, and all bylaw amendments must be filed with the Minister to be effective. The full text of the current bylaws and information about any proposed bylaw amendments may be obtained by contacting the College. Comments on proposed bylaw amendments should be submitted to both the College and the Ministry.
