Diagnostic Facilities AdministrationIn order to practise and be paid by MSP in most areas of diagnostic medicine, practitioners and diagnostic facilities require approval for payment by the Medical Services Commission (MSC) through an application process and accreditation by the Diagnostic Accreditation Program of the College of Physicians and Surgeons of B.C. These areas include:
Billing & FeesFor quick reference, the documents above contain summaries of fee codes applicable to each of the facility approval categories. The fees for billing MSP-insured diagnostic services are listed in full in the Medical Services Commission Payment Schedule. Advisory Committee on Diagnostic FacilitiesThe Advisory Committee on Diagnostic Facilities (ACDF) assists the MSC with the task of approving new diagnostic facilities. The ACDF consists of representatives jointly nominated from the College of Physicians and Surgeons of B.C., the Ministry of Health and the public. The ACDF reviews applications for approval for payment of diagnostic services such as medical laboratories and radiology units.
The ACDF is currently undergoing a revision to its guidelines and operational practices. These improvements will streamline the application process and facilitate submission practices. Starting in 2012, the ACDF will be meeting quarterly instead of every 6 weeks to review applications. The first meeting of 2012 is scheduled for March 7, 2012; however, the cut-off to receive completed application forms and supporting documentation is
Legislation requires that written application for approval by the MSC for payment for diagnostic facility services must be made 60 days prior to the requested effective date. Payment PolicyMSC's Telemetry Payment Policy (PDF 35K) outlines the mandatory billing requirements for submitting claims to MSP for medical imaging services interpreted by telemetry. BCMA/MOH Working Committee to Review Standard Outpatient Requisition Forms and Related IssuesThe British Columbia Medical Association (BCMA) and Ministry of Health (MOH) Working Committee to Review Standard Outpatient Requisition Forms and Related Issues (Requisition Committee) is a joint committee that reviews all public and private outpatient requisitions for consideration of a provincial standard form which is evidence-based and represents best practice. The Requisition Committee consists of representatives nominated by the BCMA and MOH and reports to the BCMA Board of Directors and the Medical Services Commission (MSC) for final approval of standard outpatient requisition forms.
