number of committees assist the MSC in the management of the Medical Services
Plan (MSP). Recommendations of advisory committees are not binding; the MSC retains
the authority to make final decisions.

Facilities consists of representatives from the College of Physicians and Surgeons
of B.C., the Ministry of Health and the public. The Committee reviews applications
for approval for payment of diagnostic services such as medical laboratories and
Audit and Inspection Committee
The Audit and Inspection Committee is a panel composed of representatives of the
British Columbia Medical Association (BCMA), the College of Physicians and Surgeons
of B.C., the public and MSP. The panel approves audits of physicians' services
and billing practices, reviews all audit reports and makes recommendations to
the MSC with regard to whether recovery of funds should be pursued.
BCMA/MSB Working Committee to Review Standard Outpatient Diagnostic Requisition Forms & Related Issues
The Working Committee to review Standard Out-Patient Requisition Forms is a committee of the British Columbia Medical Association (BCMA) and the Medical Services Branch (MSB) that reports to the BCMA Board of Directors and the Medical Services Commission (MSC).
The Mandate of the Committee is to review Standard Out-Patient Diagnostic Requisition Forms, whose purpose is to facilitate physician compliance with the Guidelines and Protocols Advisory Committee, ensuring appropriate test ordering and reducing potentially excessive utilization. The committee supports the implementation of the Guidelines and Protocols and assists in the creation of records for audit purposes.

The Guidelines and Protocols Advisory
Committee (GPAC) was established by the MSC to oversee and coordinate the development
and implementation of guidelines and protocols to contribute to the effective
use of medical resources. Members include representatives from the BCMA and MSP.
Patterns of Practice Committee
The Patterns of Practice Committee is a joint committee of the British Columbia Medical Association and the Medical Services Commission (MSC), and acts in an advisory capacity to the MSC. The committee prepares and distributes an annual statistical personal profile summary (mini-profile) to fee-for-service physicians and provides educational information to physicians on their patterns of practice and the audit process. The committee also provides advice to the Medical Services Plan (MSP) regarding inappropriate billing and scrutinizes MSP's process of detecting and deterring inappropriate billing. The committee listens to physicians who wish to raise their concerns about the audit process, and provides feedback on the audit practices employed by the billing integrity program. Lastly, the committee, in conjunction with the College of Physicians and Surgeons of British Columbia, nominates medical inspectors and audit hearing panel members.
The Reference Committee reviews disagreements between MSP and
physicians about specific services rendered under the MSC Payment Schedule and
makes recommendations to resolve these disputes. Membership is limited to representatives
of the BCMA.
